The Executive Board negotiates and enforces the national Agreement with the U.S. Department of Labor (USDOL). Description: American Federation of Government Employees Labor Lodge 2139 was organized in April, 1962, by Harry Weisbrod who was also its first president. In its formation stage it was sometimes known as Labor Investigators Lodge 2139. In October, 1962, the Lodge received the first exclusive recognition granted by the Department of Labor to any employee group in the field. Although originally membership was open to labor investigators only, it was later opened to other employees.
